Change Map Marker Outline Color when Greater Than a Value

Is this possible If not an outline, then any kind of indicator

 

Ex. A map with 20 blue circle markers. 10 of those markers contain values >1,000 so they have a red outline.

Set the value columns in the color by (as shown in the screenshot) and create a rule similarly by selecting 'rule type' as greater than and 'value' as 1000 from the custom expression with the red color.
