Can you export more than 10,000 rows from a data table

Yes, unless that data table is external data table which is showing only 10000 rows so exporting as well only 10000 rows.

If you are using Spotfire Analyst, you can increase the rows shown in table visualization through Tools > Administration Manager > Preferences > Application > Data Import Preferences> TableVisualizationExternalRowLimit

If you are using Spotfire Desktop, you can try to increase in this manner as shown in KB article:
