Need help modifying function to keep a constant cell size

This data function automatically calculates the cell size of the grid that it creates. This cell size changes based on the data that is input. I would prefer that the cell size remain constant. My data is confined to the city limit of the city I work in. Could someone help mealter this function to create a grid that remains constant I don't know the language it's written in. Thanks!
