How to give a User different licences depending on the folder they are working in

I have a use case where I have many Analysts users, who normally have standard access for an Analyst and can do things like export data and save to a file But I also have a sensitive project which those same users need to be able to open and use an analysis but they can't be allowed to export data or save a copy of the file. Effectively, I need a user to have different licences depending on the folder they are accessing. Is there any way to do this The only method I can think of is to give those users a second user name and password with reduced licences which they need to use to access the restricted project. But would this mean they are using 2 Analyst licences for the same user Can anyone suggest any other solutions
