How to change axis label text color

I want to change the axis label text color as shown in the pic. It would be even better if I can conditionally change the color. How can I do that Wherever Active = 1, the axis label text (i.e. ABCD, CUSP, and PQRS) text colour can be changed to Green, and rest to Red.

I'm not aware of any way you could conditionally change the individual axis scale labels (consider a different plot setup to convey that information), but you can set the color using theVisualizations menu > Canvas Styling. Below is an example where I have edited a custom theme, and set this color in the visualization scales page
