The Run Configurations management dialogs have run configurations in them only for the projects you have already run, which may or may not be all the projects in the workspace, depending on what you have done in the past.

Streaming Studio is based on the Eclipse IDE from the Eclipse Foundation. Run Configurations are a general mechanism within Eclipse to, well, run things, so it may be worthwhile to learn more about Eclipse generally if Eclipse is new to you. The Streaming documentation doesn't cover all aspects of Run Configurations, as that would take a very long time.
