Alert monitoring tool configuration required for iterative email sending

Hi,

I am trying to implement the user based alerts by using alert monitoring tool but it's not working where as global receipents is working.

Requirement: I have 4 regions in my visualization if particular region sales are not reached to threshold value then mail should trigger to specific region only not global receipents.

I have gone through YouTube and community and trying to implement the personalized information link but couldn't success. Could you please help me with the settings in alert monitoring tool.
