How to enable "Register data function" on Spotfire Analyst 10.3.1

Can somebody tell me the step by step on what to do to see the option "Register data function" on Spotfire Analyst 10.3 It is not listed under the Tools options on Menu bar.

Your Spotfire Administrator needs to grant you the correct license:

Register Data Functions

The user can create, edit, import, and export a data function or expression function. The user can register a new data function and edit an existing script (including the data function parameters and output).

The user can refresh or delete a data function or expression function from the library (if it is not embedded in an analysis.) The user can sync the data function from the library.

The user can add a data table, and then add a data function transformation to that data table.

If this license is not granted, the Tools > Register Data Function and the Edit > Data Function Properties menu items do not appear. Without this license, the user cannot create, edit, or delete data functions or expression functions. Also, the Data Function option is disabled in the File > Add Data Table dialog Add drop-down.

Even if a user lacks this license, any existing analyses containing predicted columns continue to function and update based on the data as necessary. (That is, the underlying data functions continue to work.)

Note: This license should be granted in conjunction with the Execute Data Functions license, or the user can register but not test (execute) a data function or an expression function. If you do not grant this license, you should not grant licenses for Predictive Modeling or Insert Predicted Columns.
