How to join tables by data range

Is there a way to link one table (Table 1) that contains discrete values to another table with a range of values (Table 2) If the value from Table 1 falls between two values in Table 2, the columns are linked and inserted into Table 1. If there are two ranges the value falls between, the rows would be duplicated. I saw a similar post but could not get the offered solution to work and this did not duplicate rows.
