labeling data points with y-values in scatter plots

I imported the following data from excel. 

 

However, when I go and place labels. They are incorrect. 

The circled data is an example of the error that I want to correct. The square is correct at 9. but the triangle is wrong and should read. 15.01.  

I was created another visualization using similar data and got the option to create labels using just the y-value, which is what I want. 

What do I need to do to get this option for all of the visualizations?
