On a Permission level, that would sound odd.

However, this may rather be a matter of what licenses those users have available. I assume your Consumer group only has very limited licenses, with a Spotfire Consumer (as in "web client read only") not being able to do any authoring and thus having no need for access to individual components for authoring. An easy way to reproduce what you describe is to give the permissions you described to a group that does not have access to anything in the TIBCO Spotfire Analyst license.    

This issue would likely be easier to investigate/explain as a support case (https://support.tibco.com) so our Support team can get more direct access to your environment and see how it's configured.
