One possible explanation could be that the preference ForceEmbedAllData is set to true, as documented in the following KB article:

Title:"Linked to source" changes to "Embedded in analysis" when reports are saved to library but works fine when saved locally.

To quickly test this, do you see the same behavior if saving to a local file instead of Library?

Thanks for your reply, to answer your question, when I save a report locally, I always have the 3 options to save the documents.

I will contact our Tibco admin to fix that problem.
