Is it possible to use shapefiles as a marker layer with only lat/long in my datatable

I have a table with lat and long data for each entry (500K rows) and I'm trying to create a map using shapefiles to show congregate data ie. world cities that contain all the rows that are found in each city based on lat/long data. All the shapefiles I see have xmin/xmax/ymin/ymax/xcenter/ycenter and I have no idea how to asign a relationship between them. Currently using Spotfire Desktop v. 7.12.
