upgraded to 10.3.6 and getting the following error

It's generally easier to troubleshoot these kinds of issues when you have a complete set of log files. I recommend that you open a support case in the Support portal - https://support.tibco.com - and include the server logs (zip and attach [server install dir]tomcatlogs to the case). As you have upgraded, the upgrade logs could also contain relevant information so I recommend also including the upgrade logs - [server install dir]toolsupgradelogs. Finally, if you did any manual steps during the upgrade, those could also be good to mention.

Note: the latest TIBCO Spotfire Server 10.3 version is 10.3.13 - I recommend using that. Also note that version 10.3 will reach end of support on June 30, 2022 so make sure to plan your upgrade before that as well.
