List Box or Drop Down in Text Area For Layers

Is there a way to create a list box for layers that the user can select which layer they want to turn on and it change the map chart once selected Instrad of right click Properties Layers Does anyone know if this could be done What I want is a list box that shows all the shapefile layers I have and lets the user select from a list or drop down box rather than from properties
