Apply facebook prophet on Spotfire using data functions

I have Spotfire analyst version 10.3.3 and I am trying to use Tibco Enterprise Runtime (TERR) in order to implement that in R, I followed the below reference that state it's applicable as follows:

 

The prophet package imports from the rstan package, and that package must compile C++ code for the forecast model. On Windows, compiling C++ code requires that the Rtools toolset be installed. Rtools is available here: https://cloud.r-project.org/bin/windows/Rtools/.

However, I have installed rstan and still can not import prophet package and also prophet package is not directly downloadable from the TERR package management.

Is there a way to install and implement prophet time series forecasting using R or even Python on Spotfire
