Sounds like you don't have the right licenses enabled. You probably only have Spotfire Enterprise Player enabled, when you also need to have Spotfire Analyst enabled as well. Talk to your Spotfire Admin and have them go to Tools/Administration Manager and make sure the Analyst license is enabled for your user group.
